  1. PROJECT BACKGROUND

The Kitchener Drain is the main agricultural drain passing through three Governorates Gharbia (“GHB”), Kafr El-Sheikh (“KES”) and Dakahlia (“DKH”) in the Egyptian Nile Delta and discharges into the Mediterranean Sea. The total length of the main Kitchener Drain is around 69 km, in addition to tens of kilometres of secondary and tertiary drains that discharge into its main stream.

The Kitchener Drain is the main source of irrigation to around 460 thousand feddan or approximately 195,000 hectares of agricultural lands that are used mainly to cultivate wheat and rice. However, the drain is not well maintained and the irrigation water gets contaminated from the following main sources: (i) domestic wastewater (poorly treated and/or untreated) from numerous villages within the three Governorates; (ii) uncontrolled municipal solid waste disposed of along the banks and into the drains (iii) industrial wastewater discharge; and (iv) fertilisers and pesticides discharges from the agricultural drainage system.  Accordingly, the Kitchener Drain is noted to be one of the highest polluted drains in the Delta Region.

The population in the project area is mostly rural and totals about 5.5 million of which nearly half (46%) does not currently have access to sewerage services. Currently, a large part of the polluted water from the Kitchener Drain is used for irrigation purposes, causing environmental and health problems and severely damaging the agricultural economy of the area.

The Kitchener Drain Solid Waste project (“the Project”) is an investment component of a larger investment programme aiming at the de-pollution of the Kitchener Drain (the “Programme”) alongside wastewater & sanitation and drain infrastructure rehabilitation investment components. The Programme will be the first of its kind in Egypt by adopting an “integrated” approach to tackle several sources of pollution at once to achieve maximum impact and synergies.

The Project seeks to significantly improve municipal solid waste management (MSWM) - which includes collection, transportation, sorting, recycling and final disposal of waste throughout the three targeted Governorates.  Presently, uncontrolled disposal of MSW represents a significant source of pollution in the Kitchener Drain - which has negative environmental and public health implications.

The Law of Local Administration No. 43/1979 states that the Ministry of Local Development (MoLD) is the implementing Ministry directly responsible for the improvement of the SWM systems in the Governorates. MoLD’s roles and responsibilities include: (i) assistance for the Governorates in developing SWM facilities; (ii) supervision of grants and loans provided to the Governorates; and (iii) follow-up on the implementation of investment projects.

The Project Implementation Unit (PIU) will be set up within the MoLD, which is also responsible for coordination of all aspects of the Project implementation.  It will be established by the Consultant.

It is expected that the Project will be directly implemented by the Governorates (through their Solid Waste Management Units (SWMU), which are institutionally responsible under the supervision of MoLD and the PIU to implement, monitor and supervise MSWM services (collection, transport, operation of transfer stations and disposal) within their geographical territories, under the full supervision of MoLD and PIU.

  1. SCOPE OF WORK

MoLD Kitchener Technical Unit (MKTU) requires a Procurement Expert, to support MoLD in the proper technical and administrative follow up of the project implementation activities basically procurement in coordination with the PIU Consultant, under the supervision of the program Manager - through implementation of all necessary tasks, including but not necessarily limited to the following:

Support the PIU in the revision of the technical reports proposed from the consultants.

  • The Procurement Expert will, among other things, follow up with the PIU Consultant on all procurement matters, progress and constraints with the implementation of the procurement packages;
  • Ensure that procurement tracking information is well coordinated with other project planning, project budgeting and other project financial reporting information;
  • Ensure that procurement of goods, civil works and services under Loan and Grant Agreements are implemented in accordance with the provisions of the Loan and Grant Agreements, EBRD Procurement Policies & Rules and EBRD Disbursement Handbook for Public Sector Clients and Egyptian Procurement laws and regulations.
  • Establishing and maintaining close links with the relevant stakeholders involved in the Project and ensure their compliance with all relevant requirements and the adherence to Government and EBRD procedures in implementing their work plans;
  • The Procurement Expert shall follow-up with the PIU Consultant during the preparation of Tender Documents (TD), which shall be based upon the EBRD’s STD.  
  • He/She shall follow up the tender evaluation process in coordination with the PIU Consultant.
  • The Procurement Expert shall follow up and review the Procurement and Contracting Strategy for the Project developed by the PIU Consultant.
  • He/She shall follow up and review the Procurement Work Plan developed by the PIU Consultant with detailed activities and timeline of respective service/equipment procurements.
  • Perform other relevant duties as required by the Project Manager.
  1. EXPECTED OUTPUTS AND DELIVERABLES:

The Procurement Expert will submit the deliverables listed below to the Project Manager. All reports and deliverables shall be prepared in English and Arabic. The Procurement Expert will submit the deliverables listed below to the Project Manager:

 

  1. Monthly Progress Reports:

The Procurement Expert will deliver a progress report of an entire month which he/she works. The monthly progress report will contain at least but not limited to the list of activities planned for the reporting period, their progress toward the target, results of the activities and a work log sheet.

  1.  Final Report will be delivered in the contract end date.

 

Reporting language: Documents will be produced mainly in Arabic and translated into English language if needed.  Reports are to be produced in English with executive summaries in Arabic.

 

  1. REQUIRED EXPERT KEY QUALIFICATIONS

 

The Expert will make available for this assignment one NKE-Proc-1, who is expected to have an input of a max of 60 working days. However final modalities of the work hours will be discussed with MoLD. His/her Qualification Requirement is as follows:

Qualification and skills:

  • University degree in accountancy, finance or similar. Master’s Degree is a plus.
  • He/she shall be proficient in Arabic.
  • Working level of English language.
  • Procurement Certification from an internationally recognized provider such as CIPS (level 3) is an asset;

 

General Professional Experience:

  • At least Five years of experience in procurement and contracting.
  • At least three years’ of working knowledge of process management and procurement.
  • Proven working Experience in dealing with different profiles of audience including government employees.

 

Specific  Professional Experience:

  • At least three years of experience in procurement and contracting following international contracts (FIDIC , EU PRAG , WB guidelines, …etc.) .
  • At least three years of experience with the Egyptian Procurement Law and Regulations of contracts.
  • Proven working experience in the field of solid waste management is an asset;
  • Previous working knowledge of EU funded projects is an asset.

 

  1. ASSIGNMENT LOCATION AND DURATION: Cairo, Egypt
  2. DURATION OF THE ASSIGNMENT

The duration of the assignment is 12 months starting from February 2020.  

 

  1. TERMINATION OF THE ASSIGNMENT

This assignment may be terminated with 1 weeks’ notice in writing from the Contracting Authority Programme Manager side without cause.
