The program works on the critical and accurate confrontation to eliminate the local challenges, And the weakness of local and sectoral planning systems to meet the needs of citizens to achieve the desired quality, the absence of distinguished services for citizens and effective systems to follow the quality and absence of the concept of competitiveness and inefficiency of the fight against corruption.
