​Modern​ ​Administration

Program​ ​Description​ ​:​ ​​Building​ ​and​ ​developing​ ​a​ ​modern​ ​administration​ ​in​ ​the​ ​Egyptian governorates​ ​includes​ ​(leadership,​ ​management,​ ​organization,​ ​development, institutional​ ​development,​ ​information​ ​and​ ​work​ ​systems,​ ​policies​ ​and​ ​strategies).​ ​The program​ ​works​ ​on​ ​the​ ​critical​ ​and​ ​accurate​ ​confrontation​ ​to​ ​eliminate​ ​the​ ​local challenges,​ ​And​ ​the​ ​weakness​ ​of​ ​local​ ​and​ ​sectoral​ ​planning​ ​systems​ ​to​ ​meet​ ​the​ ​needs of​ ​citizens​ ​to​ ​achieve​ ​the​ ​desired​ ​quality,​ ​the​ ​absence​ ​of​ ​distinguished​ ​services​ ​for citizens​ ​and​ ​effective​ ​systems​ ​to​ ​follow​ ​the​ ​quality​ ​and​ ​absence​ ​of​ ​the​ ​concept​ ​of competitiveness​ ​and​ ​inefficiency​ ​of​ ​the​ ​fight​ ​against​ ​corruption. 
 Vision​ ​:​ ​​​ ​Local​ ​government​ ​of​ ​the​ ​top​ ​10​ ​competitive​ ​countries​ ​worldwide​ ​with​ ​efficiency, transparency,​ ​governance​ ​and​ ​capacity​ ​to​ ​respond​ ​to​ ​the​ ​needs​ ​of​ ​the​ ​masses. 

Objectives​ ​:  

  1. Investing​ ​in​ ​human​ ​capital
    •   Preparation​ ​and​ ​rehabilitation​ ​of​ ​leaders
      • Implementation​ ​of​ ​programs​ ​to​ ​raise​ ​the​ ​efficiency​ ​of​ ​the​ ​current leaders​ ​of​ ​the​ ​governorate.
      • Preparation​ ​of​ ​intensive​ ​rehabilitation​ ​programs​ ​for​ ​new​ ​leaders.
      • Selection,​ ​preparation​ ​and​ ​rehabilitation​ ​of​ ​programs​ ​of​ ​governors' deputies.
      • Planning​ ​and​ ​implementation​ ​of​ ​the​ ​National​ ​Program​ ​for Leadership​ ​Preparation​ ​(Governors,​ ​General-Secretaries, Governors’​ ​Deputies,​ ​Secretary-General​ ​Assistant​ ​,​ ​Directorates’ leaders).
    • Preparation​ ​and​ ​rehabilitation​ ​of​ ​the​ ​local​ ​administration​ ​and​ ​workers​ ​in the​ ​governorates.
      • A​ ​comprehensive​ ​survey​ ​of​ ​qualifications,​ ​capacities​ ​and​ ​needs​ ​of local​ ​administration​ ​in​ ​all​ ​governorates.
      • Preparation​ ​and​ ​implementation​ ​of​ ​training​ ​programs​ ​according​ ​to priorities​ ​and​ ​career​ ​paths.
  2. The​ ​Egyptian​ ​Academy​ ​for​ ​Local​ ​Development
    • Preparing​ ​an​ ​integrated​ ​plan​ ​for​ ​the​ ​Egyptian​ ​Academy​ ​for​ ​Local Development​ ​(or​ ​the​ ​Egyptian​ ​Academy​ ​of​ ​Management) .
      •  The​ ​target​ ​is​ ​to​ ​be​ ​among​ ​the​ ​top​ ​10​ ​globally​ ​in​ ​four​ ​areas​ ​(public administration,​ ​development,​ ​business​ ​management,​ ​leadership development).
    • the​ ​implementation​ ​of​ ​the​ ​pilot​ ​program​ ​to​ ​prepare​ ​leaders​ ​at​ ​the​ ​highest levels​ ​in​ ​the​ ​world​ ​and​ ​which​ ​includes​ ​(rehabilitation,​ ​training​ ​and education).
      • In​ ​collaboration​ ​with​ ​the​ ​French​ ​National​ ​School.
      • In​ ​collaboration​ ​with​ ​the​ ​top​ ​10​ ​institutes​ ​in​ ​the​ ​world​ ​(USA, England,​ ​Spain,​ ​France,​ ​Switzerland,​ ​India,​ ​Malaysia,​ ​China, Korea,​ ​Australia).
    • Developing​ ​and​ ​using​ ​the​ ​Saqqara​ ​Institute​ ​in​ ​the​ ​training​ ​and rehabilitation​ ​of​ ​the​ ​current​ ​local​ ​development​ ​leaders​ ​(secretary​ ​general, assistant​ ​secretary,​ ​directors​ ​of​ ​directorates,​ ​local​ ​government employees).
    • Establishment​ ​and​ ​development​ ​of​ ​local​ ​training​ ​centers​ ​in​ ​the​ ​provinces and​ ​the​ ​use​ ​of​ ​universities​ ​and​ ​practical​ ​institutes,​ ​and​ ​private​ ​offices​ ​in the​ ​plans​ ​of​ ​rehabilitation​ ​and​ ​training​ ​excellence).
    • Establish​ ​a​ ​human​ ​development​ ​sector​ ​in​ ​the​ ​ministry​ ​and​ ​governorates​ ​to plan​ ​and​ ​follow​ ​up​ ​the​ ​qualitative​ ​transformation​ ​in​ ​leadership development. 
  3. Institutional​ ​Development

    • Preparing​ ​a​ ​supreme​ ​organizational​ ​structure​ ​for​ ​the​ ​governorate,​ ​city, center​ ​​Markaz and​ ​village.

    • Prepare​ ​an​ ​executive​ ​program​ ​for​ ​the​ ​restructuring​ ​of​ ​all​ ​local development​ ​institutions.

    • Building​ ​business​ ​visits​ ​centers​ ​for​ ​local​ ​development. 

  4. Structure​ ​of​ ​local​ ​development​ ​information Aims​ ​to​ ​provide​ ​the​ ​necessary​ ​information​ ​for​ ​development​ ​and​ ​decision-making​ ​for governorates,​ ​cities​ ​and​ ​villages,​ ​including:

    • Information​ ​and​ ​Decision​ ​Support​ ​Center​ ​at​ ​the​ ​Ministry​ ​of​ ​Local Development.

    • Information​ ​and​ ​Decision​ ​Support​ ​Centers​ ​in​ ​the​ ​Governorates. 

    • Geographical​ ​information​ ​systems.

    • Major​ ​database​ ​projects​ ​for​ ​local​ ​development.

    • National​ ​information​ ​databases​ ​projects.

  5. Systems​ ​and​ ​services

    • a. Developing​ ​digital​ ​work​ ​systems​ ​(paperless).

    • The​ ​use​ ​of​ ​systems​ ​of​ ​monitoring​ ​and​ ​evaluation​ ​for​ ​plans​ ​and​ ​projects, and​ ​measuring​ ​the​ ​satisfaction​ ​and​ ​quality​ ​of​ ​life​ ​of​ ​the​ ​Egyptian​ ​citizen.

    •  Preparation​ ​of​ ​systems​ ​and​ ​guides​ ​for​ ​local​ ​services.

    • Activate,​ ​update​ ​and​ ​build​ ​an​ ​observatory​ ​for​ ​local​ ​development.

    •  dissemination​ ​and​ ​use​ ​of​ ​social​ ​media​ ​for​ ​local​ ​development.
